Why am I unable to use Cortana in India?

I'm using L625 and installed the denim update today. I'm unable to use cortana. I even downloaded the language settings for English(United States). Do I have to change the region as well, which I dont prefer as it messes up the store, etc.

Change region to United states and language to united states English. If language isn't available your phone will download it.

No need for language or region change..... just do this. settings > speech > speech language > English(united kingdom)

You can just change your language to English(United Kingdom) and you can use Cortana.
I think for Microsoft to support India, they have to make Cortana speak Hindi as its the national language of India.
So for non-hindi users in India, they can change language to English(UK) so Cortana can run on Alpha mode in India
