I cannot update my security info.

Hello windows central members, does anyone here have any idea what to do if you can not update your security indo(your phone no.) i tried changing my phone no. And in order to verify my new no., they should send me a code. However, i get a message that they cant send a code to that no and to try a different one. Has anyone come across this? I think you need to use your old number for the verification because your new number is not "verified" yet.
Or let them send the verification to your email.
