All signs point to a sync error in your Microsoft Account.
Make sure date and time are correct for where you are.
Remove any restrictions in Data Sense.
Go to Settings > email + accounts > hold down on the Account Name > tap sync from the popup
If it does not sync > Soft Reset and try all the above again
Soft Reset by holding the Volume Down + Power buttons until the phone vibrates and reboots (about 10 seconds). You will not lose data - this is not a full reset.
If it still fails, try logging onto your Microsoft Account on a PC Browser and checking that there are no issues.
