I was given a 521 since someone broke my other phone wanted to know can I unlock it with no sin and service

you will have to go to its carrier first and request an unlock, which may or may not be granted. I'd say it's T-Mobile, but I think there was another carrier who carried the 521.

If not, you'll have to purchase an unlock code from a site. And you'll need a non-T-Mobile SIM (assuming it is the T-Mobile model) to do the unlocking.
