Xbox Music cannot match songs: how do I fix it?

Windows Central Question

When using Xbox Music for Windows 8.1 the option to match music to the Xbox Cloud no longer appears for me. I can now only add the selected album or songs to a new playlist or my main collection. I used to be able to match my songs for use in the cloud but seem to have lost the ability to do that within the app. Is this due to a settings change that can be made? Or has this feature been removed from the app itself?
