I think they have it in Accessibility settings. Settings > Ease of access > Speech for phone accessibility - Turn this ON and check. Make sure Speech is ON in your settings. Also on other side, if you are trying to hear an Indian contact properly...I doubt it will

Nope I found nothing like that in ease of access however with speech option by turning it On yes I can make my Lumia read texts but not caller's name.
