cannot access phone when turned on

Sounds like the "narrator" feature was enabled by accident? If it is, while holding volume up, press the start button. That combo can enable/disable narrator if narrator quick launch is enabled.

If that is the issue, I'd recommend, once you get narrator turned off, go to settings -> ease of access -> turn off narrator quick launch
