Why am I not able to retreive or see any notifications for voicemails until I restart my phone?

Windows Phone 8.1 Lumia 920. If I receive a voicemail and I don't restart my phone, there is no notification and if I call voicemail, it says I have no new voicemails. When I restart my phone, the notification is there and my message is there. ??? I've had this phone less than a year and have never had so many separate issues with a cell phone. Needless to say this is very frustrating every time I miss a call.
