When will come Windows Phone 10 officiali for all people? Thank you for your answers.

Not yet announced by Microsoft. But they said that windows 10 will be available this summer but don't know which version of it.

I think they would release it by the end of this december or during first quarter of 2016

The official release date is not fixed by Microsoft but they indicated "this summer" but be aware that, like the Denim update, windows 10 will not be available for every one on the same time. And that some providers could decide not to pass the update.
So only time can tell if and when your device will get windows 10.
