Will Windows 10 Phone include all features of Family Safety?

So the word is that phones will 'run Windows 10.' Does that mean the main OS and its apps will be pretty much the same accross devices, including the Family Safety feature? One complaint I had with Windows 8+ phones was that Family Safety was significantly different, containing less feautres, compared to the desktop OS.

It looks like they will be the same but only by removing all the features from Windows family safety so it's now at the same low level that Windows Phone is!
