This happened to my L1020 several months ago (before it broken down and was repaired). It seemed that the actual recording is delayed by several seconds (sometimes up to 2 minutes) after the camera shutter button is pressed. This seemed to be caused by having low phone free storage space. I must mention that my phone, back then, was running Cyan.
Try clearing up your phone free space, especially if it is already near 3GB only, by moving your photos or videos to your PC.
You can also try trying to record something and check how long it takes for the phone to start recording.
Additional question: when your camera is not active, is the lens cover (opaque) closed or not? (Can you actually see the lens if you camera is idle? In normal circumstances, the lens isn't visible when the camera is idle.)
