Yes it will happen.

HOWEVER, its subject to carrier cooperation.

(although one could probably get away with the Preview for Developers program depending)

and for the other non-Nokia devices, it's up to the manufacturers themselves to make it available.

yes, 1st the manufacturer has to make the update available and then the carrier has to approve it. so the only thing that would stop your 1020 from getting it would be your carrier not pushing the update at all as I'm sure MS will push it to all Windows 8.1 Lumias.

Might as well wait until august or whenever the new windows 10 flagships are released before buying a 1020. Should be a few months. 1020 doesn't even have the sensorcore technology and can't take advantage of RAW support for camera because of obsolete hardware.

If you don't buy through a carrier, you don't have to wait for their approval process. Which may take months (if at all).
