Under most circumstances, performing a hard reset on your phone is free, and you can do it on your own without the need of a service center - you would only need a service center if something needs to be repaired or replaced.

You could either use the Lumia software recovery tool, or follow the instructions in this Windows Phone page to restore your device to near-factory defaults.
