Wait till it is "ready" and that could a few hours. Please also check the forums there are several posts with the same question.

Maybe it helps to change the color, tile transparency or tile themes, works on mine.

There are few temporary workarounds as Slovenix mentioned above but this issue will appear again and that's for sure.
Hard reset won't even help you for a long run. Therefore, you should revert it back to 8.1.

That was happening to me too. In my case, it was because I installed to many apps. Pull down the action bar and go to setting... Storage sense.. And delete apps you do not need. I've keep mine under 80apps and it begins working again.
