Payment through Paypal in India

With the recent news that SBI tied up with Paypal which would allow SBI debit cards in Paypal account , I was wondering , is there any way one can use Paypal to pay for apps in India..

I ask this because when I try to add payment methods , the only option I see is Credit Card ..

As I remember don't know correctly paypal can be used to buy apps by switching device location to uk
