Cellular data toggle

Why is my cellular data in quick actions showing on whenever i pull down the notification..? Even when it is actually off.. Sometimes it frightens me.. I'm using a Lumia 620 denim

It could be a bug - the opposite is happening with my L1020 also running Denim (cellular data is on but is briefly (a few seconds) shown as "off" when the action center is "pulled down").

Using Lumia 925(on denim update)...got the same problem too..
But as long as I see LTE/H beside the network icon...i know it is already on
