Can I reserve for a full version of windows 10 but not install it?

Why not but if you do not install it within a year of the release so before 29 July 2016. You have to pay before you can install it.
Furthermore why download and keep it if you do not want to use it. Better wait till you want to use it and then download it because then this version will already include al kind of updates.

If you are afraid that something goes wrong do not install it as soon as it is released. So wait on the first feedbacks.
