The case is unclear. Are you trying to perform a hard reset on your phone as suggested by your title? If yes, and the process has started, there is no safe way to stop it.
However, in your narrative, you indicated that the screen won't respond to touch and that "no matter what [you] do it's not going to work again." Hence, not even a hard reset would fix the issue - as it is with all hardware-level failures.
You could try bringing your phone to a service center and have them diagnose the problem themselves. It's possible that you may need to have the screen of your phone replaced.
