all windows 10130 apps cannot connect to internet xbox project spartan etc. how do i fix this?

running windows 10130 8gb ram
updated to the most recent build and now none of my apps can connect to the internet. xbox, project Spartan, windows feedback, insider hub, maps, etc. how can I fix this? have ran the Microsoft fix it software from the Microsoft support page. occasionally on network troubleshooter it will say one or more network protocols are missing, sometimes it says fixed others it doesn't.
