thats incorrect. Microsoft now has the reins. They must port the app to windows phone That was already made by verizon for windows 8 / 10 .
Microsoft doesn't do the porting. It's up to the developers if they want to make Universal Apps. That's Verizon's responsibility.

We both need to agree on two facts.

1/ Xbox one will be using primarily windows 10 upon the full release.

2/Windows phones that can will be using primarily windows 10.

If verizon already did their part of the bargain and developed an app for windows 10.
It is in microsofts court to allow an app that is in windows store for xbox one and allow us with the same availability.
if for any reason you will argue either of the two facts abov. Please do not respond. Im looking for logical answers and not an argument.
You need to ask Verizon. WindowsCentral is a fan based site with no affiliation to Microsoft or Verizon.

Let the door knock you down when it closes on your way to ask Microsoft the question answered correctly above.
Microsoft is not responsible for making any apps other than those they choose to make for the services they own.
