If you phone is Carrier Branded (does it have a carrier logo on it? carrier apps are installed?) you will depend on the carrier for the upgrade. Unlocking the SIM tray or being outside the carrier's country of operation does not change this.

If your phone is unbranded or Factory Unlocked, Microsoft will push the OTA directly.
