16000 mah power bank with Lumia 1520

I recently purchased a power bank from Mi (Mi Power Bank - Mi India) which has a 3.1A output for fast charging. I was wondering if this is safe to use with Lumia 1520 as the official Nokia fast usb charger outputs only 1.5A. The power bank outputs almost twice as much, so a bit skeptical about using it.

Is it safe to use it?

I'd check to see if it regulates the output based on the device. The Mophie battery packs claim to vary between 1 - 2.4A so maybe this does also.
