Do you need to own a Xbox One and Xbox account to use Xbox app on Windows 10?

I'm thinking about getting a laptop and update it to The Windows 10 so I can play Xbox one games. But I need to know if you need to own a Xbox one and Xbox account to use it or if I can just create an account and put the Xbox game in the disc drive. I would like it very much if someone responds soon.

No all you need is a Microsoft account. As you can access live on mobile devices and or pc's.

You would need an Xbox one to stream the games from the console to a win 10machine. You would not be able to buy an Xbox game disc and put it in your pc.
