Why can't I receive MMS to my Koodo Blue WIN HD LTE phone?

When I receive a MMS it says "Get media content now (x KB)" and after I click it says "Getting media content.... (x KB)" then goes back to "Get media content now (x KB)". I do have data as part of my plan.

I have the same problem on my unlocked AT&T Lumia 640 LTE. Unable to send or receive MMS. Internet does work well.

Exactly the same setting as above. Any idea? Thanks.
