Windows Central Question

So how do I get my the stamp of approvel for no threat to user so Microsoft Security System doesn't push away gamers/customers from not wanting to enjoy my game from the fear of a virus?

As in when I install my game to my computer it will tell me about it being new and the game having no background, making it unsafe to the user.

Typically having it signed with a certificate (as I linked to) makes the software be considered more safe. To get a certificate they background check your company and that creates trust for end users.
