Is this Lumia Icon bricked? If so, how to fix?

My brother has a Lumia Icon and he upgraded it to the W10M preview. He later used Windows Phone Recovery tool to revert it to 8.1. It failed during the install, and now it won't turn on. The tool won't detect the phone now, and suggests to hold power + volume down to try to get the phone to start. It doesn't boot even when trying this. How to fix this? Edit: If I unplug and plug it into tbe computer, Windows says "USB device not recognized."

Are you sure it has charge in the battery? Have you tried plugging it into the AC and waiting for it to boot on its own?

Generally speaking, a USB port will not supply enough power to keep up with flashing a system...

Same exact thing happened to my icon. I took it in to the nearest windows store and they were unable to fix it. Said I need to contact Nokia and have them send me a new icon. I haven't followed up with that yet.
