Start Menu & Taskbar Frozen, how can I fix it?

Start Menu & Taskbar Frozen

My Start Menu and task bar are frozen. I can open Firefox/Internet Explorer but anything else including the start menu, cortana/search, windows store, etc are frozen and if I click, nothing happens.

I can't access Settings either, so I can't access window update.

How do I fix this?

Google/bing this there is a solution that requires you to run powershell..

Another solution which will help with the windows update bit, is to create a new user account (control panel), give it admin rights and then log into that one from there you'll be able to update

I'm going to be honest: I don't know how to use powershell.

Right clicking on the desktoip and clicking "personalize" allows me to get to the "Settings" menu. However, I update files and it says my old 10122 is "up to date", which is incorrect and no longer shows a backup for my old Windows 7.

I'm about to uninstall windows 10, but I don't even know how now.

I'll also try the new user.

I almost can't do anything on the computer right now.

Why was this moved to Window Phone discussion? This is PC!

I created a new user, and the Start Menu opens now as does Edge, but the blocks are all blank and nothing really *works*.

Open task manager (new account), look for explorer or windows explorer, right click and end it, go to "file" (still task manager), new and type in explorer.exe.

Give it a few seconds, I hope that helps with the blocks

downgrade to Windows 8 or Windows 7 that's the only fix
