Do you have to actually open an app for the "sale/installation" to be complete?

Specifically, I'm talking about apps that have a temporary price (such as free).

I sometimes see a temporarily free app I think my father could use but there isn't time to discuss it with him right away. If I "install" it under his MS account and he doesn't have time to try it before the price changes, will the app still work when he finally does open it from his app list? Or is it a "it depends" sort of thing with no universal answer?

Also, if it doesn't get physically installed on his device due to him not being on WiFi or something, does the fact that its in his purchased app list for the account mean it will work when (re)installed?

I don't want to do anything that is more confusing than helpful.

once it's registered to the amount, I'm sure it'll be fine, regardless whether it's used or not.

as long as installation is queued or whatnot it'll be OK.
