Why I Can't Run any Software in Windows 8.1 Pro from yesterday onwards?

I am using Win8.1 Pro OS in my computer. When I Switched my Computer yesterday onwards, I cannot run any software in my PC. The Start-up Applications are not working. I can browse my files and folders effectively. There is no problem When I Switched My Second OS (Windows 7 installed in another partition. When I scanned Windows 8.1 Pro's partition using Avast installed in Win7, it reported some viruses.
When I open control panel in Win8.1, the Window freezes suddenly.

try starting 8.1 in safe mode.

also wold recommend scanning with Malwarebytes.
