settings app is not opening

I upgraded my lumia 720 to windows 10. everything is working fine. but setting app is not opening. should i downgrade my 720 to 8.1? or what?

Of phone? I can't know, that Windows 10 in phone... Not really! Windows 10 only computers. This can will be problem compliment.
