Certain apps need an internet connection to work, such as Weather apps, chat apps and the Store App. Hence, you need to be connected to the internet before you can use the Store app to install apps into your phone. The apps are located in a server somewhere on this planet, and therefore cannot be downloaded to your phone directly from the store without being connected to the internet first somewhere along the way. Ensure that you've got a stable internet connection first before attempting to install anything from the Store app.
If you want to install the apps "offline", you still need to download the apps first using your PC and browser, and then copying the downloaded files to your phone from your PC.
