When I connect my iPad to my laptop it shows in iTunes but Windows refuses to see it, why?

I connect my iPad to my Windows 8.1 laptop and it is recognised by iTunes for Windows but Windows doesn't recognise it is connected. I'm using a USB cable with the large connector and have tried 5 different ones to no avail. My iPad won't charge when connected to my laptop and all 5 leads work when plugged into the iPad charger.
