Cortana says " I'm absorbing the Internet ..." How do I fix this?

It's been going on for days after I updated my windows phone

Allow Cortana access to the internet via Settings and provide a fast and stable connection either with cellular data or WiFi. It is not really "absorbing the entire internet" and using zebibytes of data. It just wants to run set up.
