How long will it take to download windows 10?

my cable connection tests at 33 mbps down, 3.9 upload, latency 7

The size of the OS is about 3.5 GB.
So with a 33 Mbps download speed, you can download at about 4.1 MB/s (but I don't think that you will be able to download it at maximum speed). Maybe at 3.5 MB/s.

So, it will take ~20 minutes.
