The reboot for Nokia Lumia 635 isn't working

So, I downloaded the most modern version of it. The version fit for 8.1 cellular smartphones. Then I used a two way cable. I plugged the first side into the place my phone charger would go on my cellular phone. The second side into the USB port on the back side of my PC box (not the mainframe/monitor). Then it said no connection found, so I redid it. I did this two more times, and it did not work. I did notice the cellular phone side didn't fit fully in though.
