why do my windows 8 phone keeps powering on and off?

my phone freeze, powering ti self on and off. unable to charge. can some one help me...............This is the second new phone ,and they both keep doing the same thing...I AM NOT ABLE TO PLACE A CALL OR RECEIVE A CALL.
