There is no such thing as ".apk files for windows phones". Apps with the .apk file extension only work in the Android OS; thye are not compatible with the Windows Phone OS.

There are websites that say that their .apk files are for Windows Phones, but those websites are fraudulent simply because .apk files won't even run in Windows Phones in the first place and are, therefore, not "for" Windows Phones.

You may not be able to install an apk to windows phone, but you can make one for. Project Astoria allows to easily transform an android app to submit for the Windows store if you are a developer.

In Windows 10, Microsoft will make it easier for developers to make Windows Phone apps from Android apps. However, developers need to "convert" their .apk Android file into the equivalent for Windows Phones so that the equivalent Windows Phone version of their app will be available for Windows Phone users. However, the original .apk files still won't run in Windows Phones.
