Why are some Windows Phone 8.1 Map regions not detailed/populated?

I'm using Microsoft VS 2013, and have added a MapControl to the XAML; However , on panning around the map in the emulator, I found out that the level of detail varied greatly.In some regions/countries, the map detail was merely a single strip of road.Can the level of detail for these regions be increased?
