any other way to active windows 8.1 without calling the 866 number

i had to replace my motherboard now i have to reactivate windows 8.1 but the number i call the computer cant understand simple yes or no and then it sends me to a tech which then i dont understand what they say cause they dont speak english and i have a hard time understanding them so is there a way to activate windows 8.1 without calling
