PC won't do a restart have to use power button

When I do a PC restart after installing windows 10, PC says restarting turns black screen ( in my case the word Dell shows up with white circle moving in circles like it is going to start) then it just stops, freezes. I have to hold down power button I order to restart PC.

I'm assuming that you finished installing? Yes, no? If so, you have Windows 10 on right? And you're forced to restart? But it freezes. Okay, have you shut it down and then restarted, or have you done anything with your computer so far that made it act 'weird', if so, that could be why. So, what do you need help with, it's repeating this process?

Yes Windows 10 completely installed no problem there only problem is when I have to do a restart. It begins to restart normally but before it goes to home screen it freezes that's when I have to use power button to start up pc again. The only thing new to pc is installing Windows 10.
