If you are talking about windows phone, just set language and region to US, restart and she will be there. Just know that some things might go wrong, at least they did for me. Email stopped syncing automaticly if you don't use show on arrival setting, you had to manually get store updates, and some other annoying things happened as well... But u can get it if you want to.

It's the same change region and language to united states and English(US).. Cortana will automatically start.. No need of restart..
