Why is my scroll bar on file explorer keep going back up when I am scrolling down?

why is my scroll bar on file explorer keep going back up when i am scrolling down

every time i scroll down it goes right back up to the top of the page.

I actually have that problem, But I just use "adw cleaner"(the malware deleter) or any program that can kill malware, Then the problem solved!
