Why aren't my Windows 10 configures working?

Windows 10 configures not work

I cant change any configures , dont show me menu or something.
For example i want change the background
right-click and click on appearance and show me error
ms-settingsersonalization-background
and dont show me anything else.
No association with this file to run that,
install compact program.if is installed make an association in control panell(control panell dont show . dont show anything about configures.)
I fresh upgrade my win 8.1
