Anyone know why Windows 10 doesn't completely shut down my PC all the time?

Anyone know why Windows 10 doesn't completely shut down my PC all the time.

Shutting down through the start menu both my laptops (HP brand) seem to shut down but on one the LED in the wireless connection button goes amber but doesn't shut off. On the other the LED in the power button doesn't go off. If I push and hold the power button on both it will completely shut down. Any ideas?

It could be the power options on settings, did you check that out?
