Can the Surface 3 run programs like Manga Studio 5 (Clip Studio Paint)?

I've been thinking of getting a surface 3 for drawing but I wanted to know if it could run Manga Studio 5. I already know that the surface pro 3 can but if Surface 3 could also and I'm referring to the 128Gb version not the 64Gb version.

The Surface 3 should be able to run it. It's Atom processor should be more powerful than the Pentium minimum. Wait for a second opinion because the processor will be the ONLY thing standing in the way of the Surface 3 running this software and I'm not certain just how powerful the latest Atom is. It's definitely the most powerful Atom yet but can it stand toe-to-toe with the Pentium? I'm 90% sure it can.
