Settings flashes and disappears after upgrade from 8.1, why does it do this?

Settings flashes and disappears after upgrade from 8.1

There is a Setting icon on the Start menu below File Explorer. If mouse clicked, or if Win button + I are pushed, there is a flash of a Settings screen that immediately disappears. Please help!!

Same issue here - windows 10 upgrade error - have not found fix - HP pavillion 11-N010DX - also - touchscreen stopped working -

currrently downloading all HP updates - will update thread if fixed - not hopeful.
