After upgrading to Win10, a power outage stopped Edge from working. How to fix!

I upgraded to windows 10.

Yesterday I was browsing with Windows Edge and there was a brief power outage--the computer shut down.

When I turn the computer back on, everything seems OK, except that the Edge icon in the Tray no longer brings up Edge.

When I click the Edge icon I can see the blue Edge startup window briefly flicker and then go away.

How can I fix this?
