I had this problem. After a lot of research, etc. I couldn't fix it. I had a bit of a problem when I was setting up the sign in for my Microsoft account. After that, I set a PIN.
On the next restart, I decided to try signing into the Microsoft account instead of using the PIN. That worked like a charm, all functions came back. I went in and deleted my PIN for now, we'll see if it works later. For now I'm happy to use the microsoft account sign in, this took a day of my time to solve......
