Why can't admin get full permission on a file?

I'm trying to update Windows\System32\WindowsPowerShell\v1.0\powershell.exe.config to support another runtime. When I try to give my admin full-rights, the option is greyed out. What setting do I have to change to enable this ability?

Try taking ownership of the file as the admin (Advanced button off the Security tab)
