How can I completely block the internet on my Nokia 1020?

Block Internet - Nokia 1020

I would like to completely block the internet (wifi + data) from my Nokia 1020.
Turning it off is not an option as the younger user is smart enough to turn it back on. Is there a way to do this?

In all honesty I think a dumber device is in order.

Like a Palm Tungsten or old Treo. If the user is smart enough to turn it back on, surely they can be educated on proper net use right?

But of course, this is my conjecture.
